That's ONE subpoena ignored. FatRump made a blanket statement, not to cooperate with the whole investigation full stop. That's egregious obstruction of congress. When there's witness statements corroborating each other on FatRump's abuse of power and bribery, shakedown/extortion scheme, then there's probable cause and subpoenas for documents and witnesses from the WH are warranted. Ignoring them is OBSTRUCTION.
