That is true that the House has the sole power to impeach. First, they needed to vote on it, which they have. Second, they need to deliver the executed articles to the Senate, which triggers the trial. Until the articles are delivered, there is no formal impeachment.

It's kind of like this. If I was an attorney general accusing you of a crime, that has not force in law. But if I have you indicted, then that is a formal accusation recognized by the courts that triggers a trial. Accusations are worthless until they have the force of law. Voting on impeachment means nothing until they are delivered to the Senate, which formalizes the accusations and triggers the trial. Until then, it's just a temper tantrum being held by the whiny Schiff and Pelosi babies.
