Not really, he approved the operation. Trump wasn't sitting in the situation room, discussing how he would like to take out Soleimani. This caught many off guard, especially considering Trump's strategy of imposing sanctions to force the Iranians to negotiate. Much more likely, this came up from the ranks when someone in the military couldn't believe that Soleimani would be stupid enough to be visible near the Baghdad airport. Decision window would have been remarkably narrow - zero time for analysis.
