If it were not bullshit there would be a public paper trail. So, yeah, anyone who knows about commercial law can see there is no such guaranty. The system that provides creates such security interests cannot function without public disclosure.

That’s how we can know, when we buy a house, that there isn’t a mechanic’s lien against it.

Short of someone producing a document, the assumption is that it didn’t happen.
