All that is required is to hold Iran responsible for the actions of the Militias they fund. If one of their outlying militias cause damage. They get taken out plus Iran also takes a severe hit in in their revenue generating facilities. Sooner or later their finances will collapse. They survive on oil production and shipping. Both are very vulnerable. Missiles have accuracy measured in inches. And many are undetectable before they land.
