When tax cuts are payments to people who spend the money on consumption you're not doing anything.

Garbage in, garbage out. You keep claiming that and it is pure nonsense. The economy is something like 70% to 80% driven by consumer spending. It has been shown by numerous studies that spending on things like unemployment insurance is the most efficient way to stimulate the economy. Tax cuts and other forms of welfare targeted at the very wealthy have essentially no influence. Your inability to understand basic economics is rather breathtaking.
