I understand how confusing Prop 13 would seem if you don't understand the history of California real estate and all the nuances of how it works. It's not perfect, and they keep chipping away at it, but it is still a life-saver for what's left of the middle class. To keep a long story short, it has saved the homes of the vast majority of hard-working homeowners. And it's demise would be the final nail in California's coffin.
