need help from someone on video phone capability on Presario

I am looking to buy several Presario computers which have video phone software bundled with computer. The software alows video phone operation over phone lines (with of course the addition of a camera)
My questions are:

1 What else is needed to get the video to work over the net. I would guess it could be done with some additional software but need someone to tell me how/what is needed.

2 Does anyone have experience of using video phone over the net? I would like to know how the picture/audio quality compares to that over telephone lines. I would be using a 56K modem.

3 The Presario spec for their video software bundled with computer says it is compatible with H.324 video phone systems. I have seen other manufactures advertise their video phones as VAIO compatible. Are these tweo specs compatible? What limitations will I have in communicating with others non Compaq computers in general?

Thanks much to anyone who can help me on any of this. The model I am looking at is Presario 4814.
