Eventually it is, but that's because of government mandate.

At the most basic level, covering people with pre-existing conditions amounts to insuring a car that was already involved in an accident. It breaks the whole insurance model.
You continue to present as an independent but your posts suggest that you are an ultra conservative trumper who can't see beyond his nose. When did you lose your sense of "otherness"?
