Every so often the cops make an effort to go after the johns. Which makes sense. If you make it so painful to get caught that guy start thinking twice about doing it that would take a big dent out of the business.

But after a few months these efforts quietly disappear. My cynical mind thinks this is because so many powerful politicians are johns.
