It's a legal and reasonable activity when done in an election cycle Not when it uses the mechanisms of the US government. If it were entirely a private investigation, I would agree with you. it's actually a reprimand that takes place Usually they just fix it, AFAIK, and caution or reassign the participants. governance is so complex that lines can be innocently crossed You may have missed the part where the career people ran their concerns up the chain and two actually resigned. At best what you call innocence is willful ignorance.
