Absolutely not a foul. The defender does twirl around and touch his arm, but as you can see from this video capture, which is after he touches him, in no way does he pull him to the ground. The shooter's arm is even totally extended, as in the touch had zero effect on his shot. Playing to the whistle and not being a dick are not mutually exclusive. When your team is down by 22 and the other team is politely running out the clock as opposed to further running up the score, the right way to play to the whistle is stand there until the clock expires and then shake hands.
