I would think so. China isn't as backward as you think. I believe they just aren't reporting the true numbers. I would not be surprised if the rest of the world is happy to accept those numbers so their own populations don't panic.

Who shuts down their whole country during the holiday season for 3000 cases and less then 100 deaths??
