Another option is to make the losing party responsible for the costs. in Canada, the losing party pays court assessed costs(which are usually less than the actual costs but still significant amounts to pay). For people who are bankrupt, this will make little difference but for everyone else, it makes them think twice before commencing frivolous actions.

In terms of Clinton, my view from the north is that the Democrats will begin to job ship and the Republicans will begin to back off because Clinton will be even more of a lame duck and it will hurt the Democrats going into the next election.

I have bought some Ligand and was thinking of buying some more but the Clinton matter could really spin your market. If the U.S.dollar continues to drop, all the funds from Asia, in particular will go home and that will have a very dramatic effect upon the U.S. bond market. It is crazy but one person's lust could have a very serious effect on the market. We shall see what Monday brings.
