Paul, you probably know more about what is going on inside Intel than anyone here, but I can't help but believe that the DEC settlement, including the coming and sudden acquisition of DEC's CPU fab plant, which was known internally but whose knowledge was not yet public, was not a MAJOR factor in the realignment of Intel's capital investments in fab plants. They simply didn't see a NEED for both the DEC fab plant and fab 16 in Ft. Worth, and they had no ability to make a choice -- the DEC plant was a lynchpin of the settlement agreement.
