In general understanding the law is not difficult. It is 100% a dialect of English Comprehension. The language of law can be thought of as a distinct dialect of English. But if one looks at an English language dictionary for the definition of words is mostly there. The may be legal dictionaries. Some laws are written ambiguously and then the meanings of words or phrases are disputed or defined by past court rulings on the meaning.

I see little to interpret in a strict literal interpretation of the notes of the cited law. Is there other case law?

I prefer to spend my time in thinking about other ideas and find the law very boring.

On the face of what was witnessed the law was clearly broken if the copy of the SOTU is legally defined as an official document or record. Common sense to me says yes the SOTU is legally defined as an official document, or other thing, filed or deposited with any judicial or public officer of the United States
