children who are trapped and under-served in public schools,

I have come to the conclusion that it has to be fought at the local school board level. You need a slate of three secular people who are willing to get into the fight. Pick ones who will stay at the local level and not be running for higher office. With this majority you need to insist on picking the pro-USA books that the liberal arts have to use. Realize that the teachers will fight the hell out of what you do. Make it a non-partisan fight. Have your people registered as independents. Hopefully your school district is mainly white. You will have enough problems without a race one.

Pick a conservative administrator for the district. Understand that the School Admin will try to control you. Realize that your teachers will be leftists and control them with the books used and the curriculum. NEVER BRING UP POLITICS! Everything you do is "for the children." Insist on strict discipline. The media will come after you so give nothing but bland interviews. Stay away from Religion!

If your district is big enough pick the oldest grammar, mid and high school and turn them over to a charter system. I would look at the "CLASSICAL" one in Arizona. This would give your district the needed competition. It would also cut your overhead.
