In addition to punishing troops who get concussions, maybe he should give out medals for the most civilians killed. Trump has pardoned convicted war criminals (who shot teenage girls and unarmed old men according to his comrades in arms who testified against him) and punished the military judges who convicted him by canceling their medals. He's said he knows "more than the generals." Both his words and deeds testify that he wants a military that commits war crimes as a matter of policy. So why not give medals out based on how many civilians are killed? Trump will get to that eventually if he lasts long enough.
