For the next steps to be taken by "the system" to be sufficiently accepted, a "booster shot" of fear would be useful. Perhaps seen by tptb as necessary in its utility considering the structure in potential step-size involved with the staircase that's been laid out. A "victory" by "the system" over a widely publicized outbreak of pneumonia in which patients also have test results that show markers for a sketchy coronavirus....meaning they have a pneumonia and are also carrying ("infected" with) that virus....would go a long way in boosting "faith in the system" going forward.
