Bill, I don't know where you live, but here in California, homelessness is the new normal.

You can't drive through San Jose or Oakland without encountering scores of homeless on the streets.

My wife had to go to a government office building in San Jose to get a business permit, and she had to deal with homeless people who were accosting her. She can't take any chances, for most homeless people suffer from mental issues and any one of them could just attack her at any moment.

She tried getting the help of a police officer, only to be told that the police are not allowed to do anything unless a crime actually occurs.

I repeat: This is the new normal for California.
