China spends enormous sums monitoring each of their residents with facial recognition and other methods.

But China's Deep State has decided it's not worth knowing the location of dead Chinese slaves.

In spite of losing so many Chinese citizens on MH370, the Deep State will only require ADS-B on international flights involving airspace in China at FL290 (flying above 29,000 feet).

It's not worth the cost to know where the dead ended up.
