Your right about it not being at all desirable to mess with the splices but the HDSL technology is a baseband 2B1Q signal while xDSL is either QAM or DMT. QAM or DMT can outperform a baseband 2B1Q code hands down and xDSL can run slower (RADSL) if using high spectrum or taps causes problems. I'll almost promise you that the xDSL guys ( Alcatel, Amati, Aware, Orckit, Motorola, Broadcom etc..) will make it work at better than HDSL rates without the splice nightmare you refer to. But you are right about the nightmare of getting into splice cases as the records are not good and it can cause more trouble than it fixes. This is another reason for VDSL as it jumps over the Feeder with Fiber and limits the splice nightmare somewhat.
