I'd trust the welds - but rebar bends easily. while the rungs would be fine the rails would simply bend and you'd fall. People bend rebar with simple tools - a 150lb man at 30ft high is one hell of a moment arm. :-)

To make it strong - can you image the weight of the rebar ladder.
