Why are unpaid bills piling up in the wake of Trump's "Make America Great Again" rallies across the country, with the campaign failing to pay for security services provided?

To quote Spokane City Councilmember Kate Bush speaking to NBC news, “ Let's be honest, when does trump ever pay his bills?”.
NBC news investigations discovered unpaid amounts in upwards of $800,000 due city governments nationwide, as of 2019.This is representative of the typical slick manuverings used to avoid financial responsibilities by this so-called “self-made” billionaire president, evidenced in business dealings and in over 400 lengthy lawsuits involving him. This is precisely how he transacts business; our national debt is up 110% in just last year: “Who the h*'ll cares about the budget?” (trump to a donor at Mar-A-Logo, as reported in The Post-Journal, Feb. 8, 2020 by Anthony Davies and James R. Harriman)Having no signed contracts between rallying cities and trump's campaigns, cities sent law enforcement to such events as required for safety. In addition, the Secret Service requested increased security.

For example, El Paso, Texas is owed $470,417 since February, 2019; some unpaid as yet bills go back to 2016 where his campaign skipped out in cities such as Green Bay & Eau Claire, Wisconsin; Tuscon, Arizona, Burlington, Vermont and Spokane, Washington.

Another 5 cities account for an additional $629,015.88 in unpaid trump expenses related to rallies. (This is not taking into account recent rallies.)
