It is very misleading when estimates are given down to a single digit.
If the "authorities" said there were 23,000 recoveries it might seem more accurate.
As it is, I think all the Chinese estimates are grossly inaccurate (understated).

When I was studying math (calculus) we examined the implied accuracy of stated figures.
See below for an example:

Implied Precision For example, a measurement of 23.534 implies that the maximum error is correct to at least 0.0005. Alternatively, it may be convenient to write down a measurement with the maximum error explicitly given: 23.534 ± 0.012, implying that the actual answer lies in the interval (23.522, 23.546).
