As with all things Reagan, Reagan and his speech writers didn't write the line "tear down this wall." They interviewed people about what they wanted Reagan to say and one woman, Ingeborg Elz, told him to tell Gorbachev to get rid of the wall.

Reagan, like all republicans simply told people what they wanted to hear. He, like every republican can't tell the truth because they don't know it. Besides, a republican thinks truth is irrelevant.
