The issue in P. Jones' case is sexual harrassment by a superior who has the power to affect job status. As governor of Arkansas, he was her Boss, with the power to hire & fire (or to banish to the equivalent of Outer Mongolia) if he so chose. Remember, he had a black women fired & replaced her with Gennifer Flowers.
