What caught my attention was: the data was is usually collected as a sample of a given population. In the case of China it was testing everybody with any symptom.
Anyone with a fever was directed to a government facility.
African countries cases are to get WHO money. I went out with friends one of them works for the Kenyan government and she told me the that the Kenya case is for the government to request money from the WHO.

Same day the WHO approved the funs for African affected countries: Ethiopia, Kenya and Namibia cases appeared.
