My hunch, in a down trend they seems to be at a discount to cash since the fair value of the futures are anticipated to be below the cash market at expiration, futures are always looking ahead of the market, that's why they're called futures... but then, once we get this rally up and running, then we'll see the futures above the cash value again...

This is just my hunch, if someone has a better explanation, please join in...
