By being completely brain dead as the rest of America was reacting. Less than three weeks ago he said 15 cases - soon to be zero. You cannot be that out of touch with reality and have effective urgency! By not accepting the WHO test - but that is just a hint of the failures. He doesn't have a chance to look good when the stories start to come out - because he lives in his own reality that has nothing to do with the real world. Hoover will no longer be the one to compare to in the future when people think of .............."how stupid and ineffective can a bad government be"
