out of touch with reality

Has anyone "gamed" different scenarios with regards to managing the outbreak ??
Are we just making it up as we deal day to day ??
At some point one has to weigh the cost of national economic suicide vs
alternative outbreak management protocols and those costs ..

For instance ..

I can see the merit in advising social security recipients to
self quarantine or practice social distancing if they must be out and about ..
The virus is known to be more deadly for older folks ..

Why would you immediately close businesses, schools, etc NATIONWIDE
as the opening gambit ??
As virus "clusters" are identified THEN mandate the more aggressive and
economy killing measures LOCALLY ( isn't this what China has done ? )
They're got 1.3 billion folks so why have their case numbers essentially flattened ??
And flattened at a very LOW number relative to total population ..
Exercising containment on an "as need" basis ??

Everyone else .. Business as usual emphasizing the known "safe practices" ..

Failing that .. What signals the all clear ??
Do we even know ?? Has anyone defined it ??
When do we "turn those machines" of commerce "back on" ??

Any ideas or is what we're doing and planning to do a "ten" ??
