FWIW, "reorganization," is the term of the federal bureaucracy for any addition, deletion, or movement of functionality on the org chart whether or not there is a movement of money or boxes. If, for example, you add to or delete from some box an international role, just a few words in the functional statement, that's a reorganization. Functional statements and delegations of authority are formal records. Changing them requires a formal process. The change may be smallish or it may be big. On the big side, creating or eliminating a federal agency is also a reorganization. (Been there, done that.) Reorganization is a neutral term. The reason for a reorganization, not so much.
