Perhaps I added to the confusion.

Fab 16 was started (groundbreaking) in mid July of last year - 1997. The project was put on hold in late October of last year - so there was only 3 months worth of construction on the building.

I would be surprised if much more than site-preparation and placement of super-structure support columns was completed.
