One would think that the governors have been given the inside info, as much as is known. One might think that one or another of them would go a different way if the info was iffy, maybe not so bad, no point in wrecking your state. On top of that, one might think that a clever state, watching others shut down, would see an opportunity. Instead, each state is falling in line.

Might be a political decision. Might be based on better info.

Senators got closed door briefing, told everyone not to worry while they sold their stock.

Might be something to that.
