Legally, they might have to take it back if bought before the posted policy.

Morally, hopefully the jerks that bought that much donate it to charity or trade it with "friends" who will see what their friend tried to do.

I fairness, small businesses use Costco to buy supplies. I posted directly to Gov. Newsom BEFORE the shutdown that he should give TP (and hand sanitizer) to small restaurants so they could offer free rolls with every order. Perhaps the man in the photo was buying the TP to offer with take out meals...
