In one of our last social events, before social distancing kicked in, my wife had a group over our house to play mahjong. Many of our visitors had been emailing/testing/phoning people in China.

In China, people use their phones for everything, most conspicuously payments. Further, the Chinese government does not hesitate to use the data from all these phones.

If you know where people have been, you can identify if they have been in contact with people that have, since that contact, contracted CV. You can warn people that they may have been exposed to CV. You can even quarantine them.

It is much easier to contain CV with such capabilities. I suspect this may have been a factor in Singapore and Taiwan too, but I am just speculating. I'm curious to what extent these countries, even South Korea, use such capabilities.
