It's not sarcasm, they mentioned nebulizer delivery as a potential solution in the paper! Did you read the full text? Save your accusations.

It is alarming that they are "flying blind" into this coronavirus treatment without having yet solved the final answer on MERS. There will be some guesswork involved , judging by that paper. I would have a lot more confidence they can solve this if they had had enough time to get to the solution on MERS and model it on that. But clearly they weren't there yet.
