I want to interject here. I think that was a good decision. It is always better to try to contain something like this. At a minimum, it should buy you some time. And that is always good.

However, the immediate next step should have been to assume the worse and launch a crash campaign to prepare for the inevitable failure of containment. Buying time does no good if you then announce victory and go home.
