Numbers out of China are no good. One, they were overwhelmed by the numbers of people showing up at hospitals because China has no primary care system. People go to hospital for everything. Early on, China said it chose to abandon testing because experts could see the numbers of infected were spreading rapidly and exponentially. Instead, China chose to treat symptoms as people presented and ignore whether it was CV, or regular flu, or just viral pneumonia.

Second, there's evidence that local authorities may have chosen not to report the full number of deaths from CV out of fear of reprisal from higher officials.

Third, the Chinese populace knows from experience that obeying a government order is smart. The whole country, most especially the Hubei province, was ordered to self-quarantine. If they responded well, the virus spread was quickly reduced. Self-distancing was always going to be the single most important things.
