This article will never persuade people on the Right because we know for a fact that S. Korea only tested 6 tenths of 1 percent of its population. Whoever wrote this article was just passing along a meme.

The govt. of SK didn't impose draconian quarantine measures either. That only happened in China.

S. Korea was able to stabilize its cases because 60% of its cases came from one source--a religious sect. Once it got that group in line, the rest of the breakout was orderly and manageable.
