Hi Ed:

The FCC's POP definition is for the entire 1.3GHz
LMDS band. However, keep in mind this is a minimum bid.
The FCC wants to avoid a situation where some licenses
essentially go for free. The minimum bid should not
be viewed as an indicator of the license value.
