BARDA will conduct rolling reviews of COVID-19 response related full proposals only. BARDA will continuously review and expedite COVID-19 response related white papers and full proposals. Offeror should now also complete the Submission Data Integration Table. The final white paper submission deadline is October 31, 2020. The final full proposal submission deadline is October 31, 2020 or as specified in the invitation letter. ******************************************************************************************* As I understand the above NNVC has time to resubmit and meet the criteria. The purpose of GSA standards for anyone who has tried to get a contract is to create a baseline. The contract applications are written by GS professional contracting employees. These contracts are frequently rewritten to get the desired pool of applications. Most applicants are rejected except those who have had their hands in the cookie jar previously. New applicants frequently need a second or third bite. Senator Blumenthal's visit was for the purpose to gather updated information on NNVC and for his staff to review recommendations it will send to BARDA to allow NNVC access to the pool. The above was BARDA's second revision...more revisions will follow. This is a process....not a cabal motivated manipulation to fill the air with nonsense...and I would also like to generally thank the short cabal here for taking time out of your busyness to send me all their Creative PM's ...if I'm your target, you really are desperate...
