So, I surmise the effort can be enhanced going forward by non-state actors.
If so, ouch.

Well. Not to minimize any threats. In good faith answer to your question, and I stand subject to correction if someone has another example, to the best of my knowledge and in recent memory, the only terrorist organization that came even close to do something like that was that Aum Shinryko Cult in Japan.

J, I'm afraid this is spot on. I suspect every national security agency in every country and every terrorist organization is taking note of how easily it would be to launch suicide bio-bombers into another country and they wouldn't even have to be told that they are suicide bombers.

The countries may refrain from using these methods because of MAD, but the terror organizations will not feel similarly constrained.

I suspect what we are see now in terms of airport security is going to be amplified several fold to include bio-security. International travel is about to become even less easy.

Relative to the dirty nuke, how easily would it be for any non-state actor to launch dirty virus vs dirty bomb?

Obviously now that all sorts of folks have seen what a virus can do, surely that would give them ideas?
