That can most certainly be put down to the FACTS that President Donald John Trump stopped flights from China in the second half of January 2020, AND his early set up of the COVID-19 Task Force under the leadership of his Vice-President .....

Italy just stopped the direct Wuhan --> flights and thus had all the Chinese traffic returning home to Italy after the Chinese New Year Jan 26th diverted to several other airports - and Rome via foreign EU airports. Thus totally losing potential return control of the virus carriers.
