Haiti could easily penetrate Canada, just fly to JFK and come to the border by taxi. When they cross into Canada the Royal Canadian Mounted Police will have a hot meal waiting for them and put them up in a motel so they can have a good sleep. Once orientated with some cash and a new cell phone they can comfortably plan a takeover.
