Having lived in Florida or over 27 years I can
tell you that the government finally got smart and
formed a state and local unit whose job it is to
watch for hurricanes and spring into action with
plans and laws to take care of people BEFORE
the next big one comes. It works.

We have the start at the federal level with the "War
Powers Act". It should be expanded to allow (with
checks by Congress and/or Courts) Fed, State,
and Local governments to form a unit whose charter
is to provide a quick response to supply the people
of the USA with shelter, food, medicines, etc. BEFORE
they ask to have people shelter in place. I am sure
it won't always be a pandemic and other provisions
must be made. This is the kind of thing that has been
going on since January and such a unit could have
been made active then. Money spent much more
productively than Trumps "United State Space Force".
