back in 1998 the HK government just bought the index shares to stabilise the market, and post-crisis organised a basket ETF of the acquired shares, offered shares to the market at 5% discount, and got out of the positions.

Capitalism at times needs saving, I guess, but the methods are arguable, I reckon.
