That isn't very good phrasing in my opinion.

Stopping Covid-19 spread isn't "more important than the economy". You don't have an economy and there will be almost no one left alive for Covid-19 to spread to. If the choice was "the economy" and having no restrictions or precautions of social distancing, or give up the economy but Covid-19 disapears forever starting the moment you finish reading this sentence, the only real choice is to give up the anti-Covid-19 measures.

But that isn't the real trade off. Its damage to the economy (which will happen to a greater or lesser extent with or without shut down orders, even the states and countries that have not gone full "shelter at home"/"shutdown" have put in place a lot of restrictions, and even without any government restrictions a lot of economic activity will not happen anyway), not trading off the economy.
