most of the democrat cities have moved to not arrest small robberies. you have people or gangs of kids run into a store and take everything they can carry out with them. cops will not even come if called. you see a person pick up stuff at home depot or lowes and then come back and take more to stay under the $1000 or set limit. If an employee tried to stop them the employee would get fired.
