Don't wear a mask - go to jail. Doesn't seem reasonable to me. The penalty is to great for the extra amount of risk, and putting more people in jail increases the risk of spread in jails. Its not the equivalent of drunk driving (were people are jailed for putting people at risk not just if they actually harm others). The extra risk is smaller (assuming your just going out not wearing a mask while not known to be infected. If you test positive and then you going out without a mask and ignore social distancing as well then you are creating a large extra risk.
